Best started about 10 weeks before your last frost Statice are garden staples for zones 3-10. The best way to deal with these very tiny seeds is to mix your seed packet with 1/4 cup of sand use a shaker to sow them onto your potting material. Since they need dark to germinate lightly cover with screened peat. Keep moist, but not soaking wet, until germination. Statice can be a bit challenging to germinate as it wants an extended amount of time in consistently cool, but not cold weather. Statice will not germinate in warm weather.
Once germinated they prefer cool temperatures for a couple of weeks to establish a good root structure. Once the first set of true leaves appear you can put them in a larger pot until your last frost when you can plant them outdoors. Very long lasting cut flower and have the unusual quality to keeping their bloom color if you dry them.
